On 16 September 2026, Circle launched Arc mainnet — an open Layer-1 it calls an “economic operating system,” purpose-built for real-time money movement and agentic economic activity. Day-one stack: native USDC gas (no volatile gas token required), sub-second deterministic finality, Circle’s full platform wired in, and more than 100 institutional and ecosystem builders live or exploring. Founding validators named in the pressroom include BlackRock, DTCC, Galaxy, ICE, Mastercard, MoneyGram, SBI Group, Standard Chartered, Sum institutional security including post-quantum signatures supported today.
The agent surface is not a blog slogan. Circle Agent Stack (May 2026) already shipped policy-controlled Agent Wallets, Gateway nanopayments, and a marketplace. Arc Portal is where a human funds an agent wallet, sets spend limits, and delegates onchain tasks with a control panel. AgentVM is still “being designed” for protected execution with onchain provenance — treat it as roadmap, not live product. Arc Studio (onchain coding agent) and Arc App Kits (onramp/earn SDKs) ship with mainnet for builders.

Compare custody patterns we already cover: Coinbase/Binance ring-fence a sub-account (trade yes, external withdraw no); Hedera hosted MCP drafts bytes and the wallet presses send; Arc Portal + Agent Stack is policy wallet + nanopayments on a stablecoin-native L1. Same problem, three fences.
Do not buy ARC. There is no public ARC market in this announcement. Build against USDC gas and the Agent Stack docs, or wait.

If you are a treasury desk, the interesting sentence is not “another L1” — it is “fees in the same unit as the payment, validators from the clearing world, agents as named actors.”
