The AI threat is Orwellian, not apocalyptic. Sacks believes the real risk lies in surveillance and information manipulation.
Over-regulation can be dangerous. Laws meant to protect consumers could instead create biased AI systems.
Punish misuse, not innovation. Sacks urges focusing on bad actors rather than restricting developers.
AI and crypto require different regulatory approaches. AI should stay open to innovation, while crypto benefits from clear rules.
Speaking on the a16z podcast ‘The Ben & Marc Show’, Sacks dismissed Hollywood-style fears of sentient machines turning against humans.
Instead, he warned of a more subtle and pervasive danger, the use of AI for government surveillance and information control.

Sacks said:
“What we’re really talking about is Orwellian AI. We’re talking about AI that lies to you, distorts answers, and rewrites history in real time to serve the current political agenda of those in power.”
According to Sacks, this version of the AI threat could lead to a world where citizens are constantly monitored, and truth itself is manipulated through algorithmic censorship.
Sacks criticized the Biden administration and several Democratic-led states like California and Colorado for what he described as “heavy-handed” AI consumer protection laws aimed at combating “algorithmic discrimination.”
He argued that such regulations risk embedding ideological biases directly into AI systems. Instead of promoting fairness, he suggested these laws could make AI tools extensions of government influence.
David warned:
“Over-regulation molds AI tools to fit the ideological biases of the government. That’s when the AI threat becomes truly dangerous, when it decides what information you can and cannot see.”
Sacks painted a picture of AI as the ultimate surveillance tool, one capable of knowing everything about an individual’s life under the guise of being a “personal assistant.”
He said:
“AI is going to know everything about you. It’s the perfect tool for the government to monitor and control you, and to me, that is by far the biggest risk of AI.”
This, he argued, represents the true AI threat, not a robot revolution, but an invisible network of data collection and information manipulation.
Rather than restricting AI developers, Sacks advocated for holding bad actors accountable when they misuse AI.
He emphasized that existing laws, such as anti-discrimination and privacy statutes, already provide a legal foundation for punishing misuse.
David noted:
“Discrimination is already illegal. We don’t need to go after the tool developer, we can already go after the business or individual that makes the discriminatory decision.”
This approach, he argued, would preserve innovation while preventing AI misuse without burdening the creators of the technology.
Sacks drew a clear line between how the Trump administration plans to approach crypto versus AI, especially when it comes to jobs.

For AI, the goal is “unleashing innovation” by avoiding excessive restrictions. In contrast, the administration’s crypto stance is “pro-regulation”, focused on establishing clear rules that support industry growth and protect investors.
Sacks said:
“With AI, the idea is how to unleash innovation. With crypto, it’s about creating regulatory certainty.”
This distinction underscores the government’s desire to maintain global leadership in emerging technologies without stifling progress through premature or overly broad laws.
Sacks refers to the use of AI for government surveillance, censorship, and rewriting of information — similar to the dystopian control described in George Orwell’s 1984.
He believes excessive regulation embeds political bias into AI systems and hinders innovation. Instead, he supports enforcing existing laws to punish misuse.
He argues that crypto needs clear, supportive rules to thrive, while AI should be allowed to evolve freely to encourage innovation.
The biggest AI threat, he says, is not killer robots but governments using AI to monitor citizens and control access to information.
